The Failure of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Negotiation and Warfare

The chain of opposing developments captured the bleak nature of the current period. By day, diplomatic battles are waged: hopeful statements are released from various governments. Significant resources is devoted on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting projectile deployments from across the border, a capability provided through current data. From vantage locations, defense planes that had been deployed to engage hostile cruise missiles streaked across the sky – modern combat jets delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's air-defence systems engaged: multiple launches deployed against a incoming threat. This was a advanced protection mechanism at work, probably supplied through partner states. Every firing shakes the surroundings, rattling buildings. The brief panic quickly gives way to grim resignation: perhaps the incoming missile won't cause damage this time, sparing the city from devastation and further power outages.

Continuous Dangers

Soon after, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a defensive team – probably Western-made equipment. Regrettably, the shots failed to hit the hostile drone – it continued its flight toward its destination.

With pauses, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As always, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's vital need on external assistance – a reliance that regional partners are clearly incapable to substitute in the immediate future.

Failed Diplomacy

The detailed framework from US administration sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new proposal from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, certainly, continue.

Strategic Calculations

It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership operates on a assumption familiar among seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The US administration presumes that it is unfeasible to force Russia to surrender the land that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, American administration does little to deter Moscow, through words or deeds, from believing that the current condition will not evolve additionally in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but avoiding a total frontline collapse until circumstances change in its advantage.

Current Realities

Realistically, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not move to internal issues. And although their mission will now be much harder after latest incidents, it remains very improbable that this will modify their basic position.

These two forces are influencing discussions.

Summary and Prospects

It took a just a single week to kill the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.

While new plans based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on sustained allied backing.
